It's a Dutch license plate, presumably stolen. At least the Dutch license number register doesn't recognize this one.
No it's not stolen. The numbers come from a german export plate, the "hd" stands for heidelberg. So this owner just pressed the numbers of the plate onto a dutch looking plate. I think the reason is that the owner is from holland, like the most people with german export plates in morocco
